Fit and boots, which decide whether they work at all
Boot room. A heated sock is thicker than a normal one and adds a cuff pack. If your boots already fit snugly, adding one will restrict circulation — which makes your feet colder, not warmer, regardless of what the element is doing.
Reachability. In a laced work boot or a ski boot you cannot reach the cuff button. That is the entire argument for app-controlled socks, and it is a better argument than it sounds.
Element position versus your toes. Sizing matters more here than in ordinary socks: if the element sits behind your toes because the sock is too long, it is warming your instep.
Wash discipline. Most are machine washable with the pack removed. Most failures are people forgetting the second half of that sentence.

Are heated socks or heated insoles better?
Socks put the element directly against the toes and are cheaper. Insoles put the heat under the foot and survive being walked on. For most people the sock wins on contact; for anyone rotating one pair of boots between activities, the insole wins on convenience.
Can you wash heated socks?
Almost all of them, machine, with the battery removed and usually on a gentle cycle. The battery is not washable and washing it is the most common way people destroy a pair.
