Are heated jackets worth it?
For four kinds of cold, comfortably yes. For four others, the same money spent on insulation does more. Here is how to tell which you are.

Heated clothing is worth it when you are stationary in the cold for hours and cannot solve it by moving or by adding bulk — spectators, hunters, outdoor workers, cold-sensitive hands. It is not worth it when you are active, when your current layering is poor, or when your real problem is your extremities and you are buying a jacket.
Where it clearly earns its money
1. You are stationary in the cold for hours
This is the case heated clothing was made for. Standing on a touchline, sitting in a stand, marshalling a car park, waiting on a platform. Your body is producing very little heat because you are not moving, and no amount of insulation adds heat — it only slows the loss of heat you are not making.
A battery genuinely adds warmth that was not there. In this situation that is the only thing that does, short of going inside.
2. Bulk is a problem
The passive answer to cold is more insulation, and insulation is bulk. If you need to move, work, drive or fit inside something, the bulk has a real cost. A heated vest under a normal coat delivers warmth without the volume of a heavy parka, and that is worth paying for when volume matters.
3. Your extremities are the problem — and you buy for the extremities
Hands and feet are the hardest parts of the body to keep warm passively. They are at the end of the circulation, they have terrible surface-area ratios, and your body constricts flow to them when your core cools. Heated gloves, liners and socks address something that insulation genuinely struggles with.
The important word is 'and'. If your hands are cold and you buy a jacket, you have bought the wrong thing. Heated glove liners cost a fraction of a jacket and solve the actual problem.
4. You want fine control over your warmth

Where it is not worth it
1. You are moving hard
Hiking uphill, shovelling, running, working physically. Your body is already producing plenty of heat and your problem is more likely to be sweat management. Adding a heater to that is spending money to make a problem worse.
2. Your current layering is poor
This is the big one and it is worth being blunt. If you are cold in a cotton hoodie and a thin jacket, the cheapest large improvement available to you is a proper insulating mid-layer and a windproof shell. That will do more than a battery, for less, with no charging.
A heated garment cannot outrun clothing that is losing heat as fast as the battery makes it. 38.5 watt-hours is not much energy, and asking it to compensate for missing insulation is asking too much.
3. You will not charge it
A dead battery is a normal coat with wires in it, and heated clothing that lives in a cupboard because charging is a chore is a failed purchase. Be honest about whether it will be plugged in the night before.
4. You need it for a full shift and will only buy one pack
The arithmetic does not support it. 38.5 watt-hours against the pack's own 18.5-watt output ceiling is a little over two hours at full draw. Watt-hours, and what they buy
Energy is capacity times nominal voltage. The ceiling draw is the pack’s own published output current times its voltage. The implied draw runs the maker’s advertised hours backwards. Nothing here is measured — check our working.
